The Gorosei are unironically far more lenient and tolerant with commoners getting uppity or talking back to them, than regular Celestial Dragons. We've seen this multiple times with various characters such as Spandam, Smoker, Akainu, Vegapunk, Clover, Kizaru, random Marines/scientists etc.
The Elders are not as ignorant or naive as civilian Celestial Dragons, and actually have responsibilities.
