I laughed out loud when I saw it.
It sounds less of an artifact and more of a shopping list for what non-crippled people think crippled people would want, when in reality the core mindset is rotten.
I had a cripple player in one of my shorter campaigns and he just played a regular dude. They don't want pandering in the game to remind them that they are crippled, they want to become free and forget that they are cripple for even the slightest amount of time. Or atleast my player did.
