They wanted to have a crippled but important character to virtue signal about disability. Since it’s a fantasy setting and he’s a mage, he could be floating in some sort of magic throne. But that doesn’t work as well to signal their virtue since floating thrones don’t exist in real life, but wheelchairs do. So they put him in a wheelchair so that people in wheelchairs can “see themselves in media” or something, but they also knew that it would be ridiculous for such a powerful mage to use a standard wheelchair.

And that’s how we got here. A floating wheelchair. Something that doesn’t even use its wheels. It could look like anything, but the image of a heroic character in a wheelchair was so important to the writers that logic didn’t even come into play.

Now imagine that every decision is made like this. Why is this medieval European village so diverse? Why are there women fighting on the front lines in this post-apocalypse? Because the virtue signal always takes precedence.

We only use wheelchairs because there's little choice. If you have magic or enough tech in your setting, you could just outright replace your legs with proper working ones, or even something lots better than just legs, like hover devices.

Or, if that doesn't sound appealing, you could just use magic or tech to undo the damage to your body and walk. Wheelchairs in such settings make little sense unless you're an average peasant.

The problem with all these depictions is that it can't just be a dude in a wheelchair, the wheelchair itself has to be an empowering act of representation for an imaginary audience. Here's the real fact: Writers like writing multifaceted characters. With strengths and weaknesses. One of them being: "Hey how would we deal with someone who can't walk in our fantasy world?" In WoW, it's a magical wheelchair conjuration, in "A Game Of Thrones" in 1996 Tyrion designs a special saddle so Bran can ride.
