It's completely different from being able to fully interrupt an enemies attack, throwing enemies, having multiple answers to deal with an attack you might not be able to interrupt, etc. Sekiro is a one sided interaction, the best you have for variety is that the fans can be used the same way as a deflection but easier and a bit stronger at the cost of ammo but it's effectively the same thing. Martial arts are pretty much all useless besides the one you get at the end of the game that does a really big attack that costs ammo iirc.
There is no meaningful difference when refighting a boss, there is little to no interesting tech to be found, there is nothing for the player to discover. There is no freedom, there is nothing of interest. You might go and rattle off highly specific stuff but I can guarantee you that any tech you might find is extremely minor. Since we're comparing it to NG1, NG1 enemies actually have variety. Ninjas will dodge more, armored enemies deflect your shuriken, some enemies block more and have to be guard broken before you can launch them, etc. They can't all be answered with the exact same thing like in sekiro where your answer to every enemy is "deflect until their attack string is over and then attack them until they deflect, dodge, or start their own attack"
