Luke is completely fine the next page, he didn't have the super jumps at the time (which should be a good idea of how really fucking early this is) so he couldn't get back to the roof they were fighting on and resume the fight. They fight later on and Spidey wins via his webs. Spidey also admits Luke is potentially stronger than him during this, though Spidey is more agile.
And again, this is the early 70s, and both Spidey and Luke have grown in strength since then. Luke massively moreso.
