Why does anime and manga discussion rarely delve in to the technical side of things?

Anime fans almost never talk specifically about the storyboarding, or character designs, or certain animation techniques like timing and spacing etc. They only mention them offhand.
Manga fans seldom talk about things like paneling and flow. If they do it's only a passing mention.

Everyone just seems to care about their favorite characters. Is this normal?
