16 is considered the pinnacle entry in the console series, so if you only had once choice of game to pick I'd say that would be it. Granted I don't have any experience with the console versions, I didn't get into IIDX until like... either Bistro or Heroic Verse.
As for tips, basically just read everything on this website. Start from the beginner tab.

I also recommend turning on Random once you hit 8s/9s and resist the temptation to turn it off. It seriously seriously helps you with muscle memory and recognizing awkward patterns.
As for play/hand styles, it's personal preference. I started out learning strictly 1048, then slowly started getting comfortable with 3/5 which helped immensely with scratch+note patterns.
From there, just play shit. Don't try to play too high above your skill level., Play a bunch. Like an hour or two a day. Eventually shit will start to click. Playing often is really the best advice anyone can give. Oh, and don't forget to turn on Random and almost never turn it off. I swear it is the magic spell to getting better at the game.
