16 is considered the pinnacle entry in the console series, so if you only had once choice of game to pick I'd say that would be it. Granted I don't have any experience with the console versions, I didn't get into IIDX until like... either Bistro or Heroic Verse.

As for tips, basically just read everything on this website. Start from the beginner tab.

I also recommend turning on Random once you hit 8s/9s and resist the temptation to turn it off. It seriously seriously helps you with muscle memory and recognizing awkward patterns.

As for play/hand styles, it's personal preference. I started out learning strictly 1048, then slowly started getting comfortable with 3/5 which helped immensely with scratch+note patterns.

From there, just play shit. Don't try to play too high above your skill level., Play a bunch. Like an hour or two a day. Eventually shit will start to click. Playing often is really the best advice anyone can give. Oh, and don't forget to turn on Random and almost never turn it off. I swear it is the magic spell to getting better at the game.

It randomizes the lanes. So, if the original pattern was 1-2-3-4-5-6-7, one possible random would be 3-4-2-6-5-7-1. Or 2-5-4-6-3-1-7. It basically forces you to learn awkward and uncommon patterns, which preps you for the higher levels. You WILL suck ass when you eventually switch to Random, but DO NOT get discouraged. You are SUPPOSED to suck ass with Random on until your brain starts to click.

Not to be confused with R-Random, which shifts the lanes over. 1-2-3-4-5-6-7 could become 4-5-6-7-1-2-3. Can be useful for scratch heavy songs.

Or S-Random, which completely randomizes every single note (not generally useful unless you're dealing with a chart with tons of jacks).

Again, pretty much every thing you would ever want to know about getting better at the game can be read about in that link. I HIGHLY encourage reading through absolutely everything, and bookmarking it for later reference as you get better at the game.

Reason they don't have any Japanese machines is that those companies charge a very heavy royalty cut from the whole arcade to have their machines used, as the Japanese mindset is that the games themselves are the reason people would come into a particular arcade. CEC's mindset is their branding and entertainment is a large reason people come there and not specific machines, so they would never agree. Hence you're stuck with western machines as they don't charge that.

I just went to one recently. It was expensive as fuck and I blew through $25 in less than 20 minutes after playing a few rounds of luigi's mansion and minecraft dungeons. You also don't earn tickets as far as I'm aware. Game selection was decent though, and the had a few classic game cabinets but they had shitty LCD screens with poorly scaled graphics.

It was by no means "for adults" though, dunno what the fuck that is about. I took my kid there and she loved it, until we suddenly ran out of credits that is.
