I'm retarded, when you said Washington I thought you were referring to DC, lol. And to answer your question, I don't think he's canon, like 90% of the mod is either fanon or reused cut content. Which is understandable given the scope of the mod, how long it takes for Bethesda to put out more Fallout titles to expand the lore, and how creatively bankrupt Bethesda is.
