Yes, but not every type is capable of using every function to their full extent, or to any meaningful extent, for that matter.
Being a specific type is inherently about using specific functions above others. With the ability to use these functions to their full extent, inherently comes the inability to use others properly. The whole construct of specific types is about this, of prioritizing specific functions over others. This dynamic of valuing one sort of cognition above the other is exactly what MBTI is about.
You can look at an INFJ, for example, where the Ni-Fe functions, Intuition introvertedly and Feeling extrovertedly, are prioritized and valued, leading to Te and Se being extremely weak, where Se is weak but valued, while Te is weak and not-valued. This system leads to Hitlerian functioning, where the individual builds Ni-based systems with a Fe-basis, with no basis on things outside of themselves, (Se and Te), leading to ridiculous, unprovable, illogical and irrational systems.
