If you consider the act of downloading an image to be copying it, maybe. Or maybe you're just confused about the naming scheme. When you are creating files one by one, it will always skip (1) because the system cannot know you are about to make another identical file. So if you sit there and copy/paste the same image into a folder it will append "- Copy" and then "- Copy (2)" on the very next file. The count is still accurate, though, so (54) would indeed be the 54th copy in said sequence.
