The shoulders are angled but it's having little effect on the rest of her body. If you try tilting your shoulders yourslf you can feel how your body balances itself automatically. Don't forget collarbones and shoulders can move independently of each other. Her shirt is also cut weirdly which is making the distortion worse.

Besides that, I like her skirt and think she's really cute.
