I think the glowing eyes are kind of okay on their own, it's just that in combination with them making the animatronics look angry and pissed off to make them look "scary", they lose a lot of that fear factor.
The creepiest shit about the FNAF 1 animatronics is how dead they look. They don't have any real expression on their faces. No real emotion. It's all empty in there. It's like a corpse getting up and walking towards you.
