>The agency reported that the total quota for attracting foreign workers in Russia in 2025 is 234.9 thousand, for Indian citizens — 71,817. Directly for the Sverdlovsk region, the quota is 4,343 people for workers from all visa countries. According to the department, by July 9 it was used by 13.6%.
To summarize - the region where this guy was quoted has a legal mandate for only 4,300 foreign workers and it's middle of the year and they've only used up 14% of that quota.
