if I were BSG what I would do is equalise it all so penetration caps at like 45 for BP (and everything below it is adjusted to match), nerf armour damage by a decent chunk as well and then to compensate so the guns aren't a total meme lower the overheating rate to be about on par with a suppressed 7.62x39/5.45 gat.
they don't actually perform THAT good against armour IRL from what we know. the benefits should be it being a round that works well for suppressing. subsonic, heavy bullet that carries its initial energy pretty well. Not as a geared cunt deleter
