Same reason we will never get universal health care, the employer based health care system keeps employees trapped and wages suppressed, they cant move to negotiate higher wages. Capitalist aren't stupid, they will always find the closest approximation to slave labor they can get away with. China was the perfect solution to the slave labor problem for the last 30 years.
