Sam himself went over it, he tried to brush it of but he lied. He issued Charls a 1099 form saying he was forced to legally (Sam lied on this, unless he paid Charls more than like 20k, Sam said anything over 600 required him to but that law change hasn't even come fully into effect yet in 2025).
What probably happened is that Charls expected to be paid under the table and Sam decided to fuck with him with IRS paperwork for going independent and making stuff with Ruse without him.
