Tails wasn't always a gadgeteer genius. He was really just a pilot prodigy. Different things.

It was offscreen, so as far as we know, he got another mechanic to do it and didn't make it himself.
The gadgeteering aspect was, oddly enough, introduced in Tails Adventures.
