Admittedly, "wara ningyo" just means straw doll. And yes, the Ushi no Koku Mairi or "Ox-Hour Shrine Visit" usually takes place during the hours of the Ox, which Wikipedia defines as between 1 and 3 AM. I thought maybe VIZ messed up, but I checked Rika's original line and it was "丑三つ時 (午前三時)" so yeah, 3 AM it is.
