I don't like this trope very much, always felt a little too masturbatory. If I remember correctly this is actually subverted in NoP with all the xenos being manipulated societally and genetically by a sort of over class of certain species to make them weak and retarded. Including the people eating lizards, apparently. The Venlil's home world Venlil Prime, or formerly Skalga, used to be more dangerous before they cleaned the problematic areas with anti-matter bombs and the Skalgans then subjected to a couple millennia of dysgenics. They don't really play with these ideas at all or try to make them make sense and drop them instead to focus on like, insectoid alien kids with (apparently actually diagnosed by doctors???) autism and hyperfixations and really poorly written nonsensical drama or whatever instead.
