No, it does have mass combat rules in one of the splat books, but it's still its own thing.
In theory, I think you can work out what a WFRP character's stats in TOW would be, but I don't think it's as simple as it was for 3rd/4th edition of WFB.
TOWRPG, I think, is too different mechanically for that, but they do say you can use models and terrain in that game
