This would create an additional filter stopping populist demagogue cancer like agent orange from slipping through the cracks. while also refocusing the power center back into congress. which was the original intention. But since its so difficult to get anything done in Congress over time it has been easier relegating its powers to the executive. thus you end up with pseudo king-presidents
