You can just buy these by the crate load and arm however many people you need to quickly.
Controls are easy to understand, might want a welding glove for overcharged shots though.
When it runs out of charge hopefully you've killed someone with a better gun.
They also have the added benefit of temporarily overloading the electronics of pretty much whatever you hit with a charged shot, be it a truck or a comms tower or whatever the fuck.
