The public outrage grew, and around 1480, massive persecutions of Jews began. To escape, many Jews converted to Christianity. In Germany, due to the multitude of states, a unified approach was no longer possible. When the Jews were expelled from one place, they were welcomed in another. The 15th century brought the expulsion of Jews from the most important German trading cities: from Cologne, Augsburg, Strasbourg, Erfurt, Nuremberg, Ulm, Regensburg. In contrast, they found refuge in Frankfurt am Main and Hamburg. A little later, the Jews in Italy faced a similar fate. In the 14th and 15th centuries, the hostility towards the Jews was so great that accusations of ritual murder and well poisoning gained widespread belief. Around 1350, during the time of the "Black Death" (bubonic plague), there were brutal persecutions of Jews first in France and then in Germany.

The Jews, who were supposedly eternally persecuted in Russia, had the privilege of the most far-reaching self-government, i.e., the Jewish ghettos were self-governing bodies. The administration was called Kahal. The Bet-Din was closely attached to it as a Talmudic court. Each Kahal community is a kind of "Talmudic municipal republic", but it is governed in a completely undemocratic way: the Jewish state, in each of its miniature editions, i.e., in each Kahal community, is a domineering oligarchy which, consisting only of rich Jews, violates the other racial comrades politically, economically, socially and spiritually. There is neither personal freedom nor social equality, neither universal nor equal suffrage. The so-called Kahal families always arrange it in such a way that they remain at the top and maintain their position of power by draconian means. Anyone who does not comply with the orders of the Kahal authorities falls under the minor or the large ban; the latter is tantamount to the destruction of the life of the banished person. Against all kinds of recalcitrants, the Bet-Din is loyal to the Kahal. It is not important for either of them to turn right into injustice and vice versa with outrageous arbitrariness. In 1803, "humane" Judaism still knew in its ghettos - stakes of shame!
The tyrannical power of the Kahal extends to the most trivial details of life. It prescribes which business someone may or should operate. It meddles in intimate, domestic relationships, sniffs out each and every one, extinguishes all mental functions, mechanizes the independent life of its subjects. The Kahal's main focus, while sparing its own purse, is to procure funds with which Russian officials are to be bribed. The collection of such "gift money" recurs again and again. If it is necessary to prevent an action of a political or economic nature against Judaism, it stands together like one man in the Kahal, collects enormous sums of money and - is usually successful
