udyr is allowed to do literally half your health bar in .9 seconds because:

[ ] he falls off hard and has very poor scaling
[ ] hes an extremely squishy champ
[ ] to trade off for being able to do kill you in 2 seconds hes a champ thats easy to cc. (unstoppable)
[ ] he has to build a full legendary item to access this damage
[X] we reworked him and cant make an appealing champ so we make him niggerbroken
