I actually think it's possible those stories ARE true but in a very weird and paranormal way. The way they describe the schoolyard stories of the "spook and slither man" make it sound less like it was about a random British comedian, but more like it was about a legend or folk tale about some sort of trickster spirit. What I'm saying is, the schoolyard fable was the only real thing about what we know of as "Roy" from that time period, and only now has this same spirit injected itself into history as some seemingly random semi-famous person.
