ever tried to control a helium balloon? then you'd know maneuvering an airship this gracefully without it tearing itself apart in the wind would be impossible (what would you even use as ballast, more air?). the airships used anti-gravity tech to fly and this was how the previous civilization built their grand edifices, not with horse and wagon. they were phased out because anti-gravity tech would have been impossible to be kept hidden otherwise.
