Yes, I grew up in South Orange County and have lived in many small cities including San Clemente and Aliso Viejo which have comparable populations and can assuredly say 45-50K is most definitely in the category of a “relatively small number of residents”. I lived in Mission Viejo when I attended school there for many years which has twice the population Salt Lake had in 1890, and even MV still felt like a very small town.

<50K is inarguably a relatively small number of residents for a city to be sinking nearly $1 MILLION into a single building in 1891 when they already had many grandiose buildings very recently built. Also the structure itself is much more impressive and magnificent than any government buildings being built in modern times despite the fact that they supposedly didn’t even have power tools at the time these buildings were constructed which gives a benchmark for how primitive the building methods were claimed to have been. And despite the fact that our modern construction methods, materials and skills are claimed to be vastly superior, we still don’t replicate such awe inspiring architecture.
