I'm a scuba diver. Wetsuits are not meant to keep you dry. They are designed to keep a layer of water in the neoprene layers of the suit. Your body heats up the water in the suit while you dive, acting like a layer of blubber to keep you warm.
I could potentially see penguin pelts being useful for a wetsuit design. What with the layer if thick feathers for insulation. But its outassed by modern wetsuit and drysuit designs.
