Pic related. Unless you want to believe Kid Buu was powering down to literally 1/400th of his power for some reason and Vegeta still thought this was a good idea to try and fight like that. Yes, Buu is playing around but I call absolute bullshit on these insane numbers. I also call bullshit on Goku not telling Vegeta he'll instantly die without Super Saiyan if the rules were clear and established.

The much simpler, more logical interpretation is "Super Saiyan is stronger, and Super Saiyan 2 is even stronger!!" and that's it. Some numbers might have been discussed in an interview (the one where Toriyama said it felt more like 10x at first but Kaioken caught up)... but that's meaningless overall against the way this manga was written.
