That was the point of her guilt similar to Luna, they had trouble forgiving themselves despite others having already moved on from their mistake. She only "moaned" about it like twice, jeez man, while Luna was moaning about it for an entire episode. Also her friends were being dicks constantly reminding her of her past for no reason.

She made her first real friend in a long time in Trixie and forgave Trixie's little flub over Twilight to save her.

Learned the value of the holiday which she never got to enjoy as a lonely filly and joined in the celebrations.

Overcame her insecurity of disappointing others at the possibility of being unskilled at certain things and that was the last time she pulled a Twilight.

Overcame the guilt that haunted her and embraced her talent as a strong leader that others rely on, risking her life invading a powerful enemy with a ragtag group without any magic, showing Chryssy how a proper leader takes into account the needs of their people and almost reforming her too while saving all of Equestria. By far my favorite redemption because of everything it does to show how much she has grown and the themes it represented, plus it gave Trixie a chance to prove herself as well so it served as a redemption for her too. Shimmer's is so meh in comparison, just picks up a mic and sings to save the world, wow! To be fair Starlight had the benefit of having several episodes to setup her redemption while Shimmer's was squeezed into a single movie, but there just wasn't any meat to Shimmer's since she was such a generic villain.
