If you pay over 100% tax to build a house there like most places and they already own the government to bail out their companies like most places I dont think they would have a problem with it, you will have do drill a well over 5000 m deep to have water in most of those places though, and you would not actually own your property and would have to continue paying taxes even though you already would have already payed over a combined 100% tax just to build in such a shitty place.
