You never played everquest. 5% drop rates is high on a guaranteed spawn with area standard spawn timer is high.
A 5% drop on a 5% spawn chance mob with even a 22 minute spawn timer will be exceedingly rare. Pic related, an item on a mob with a 10% drop chance becoming a functional 1% drop rate that can only be rolled for once every 22 minutes.
5% drop can be rare, if the enemy itself is.
