The things it's simulating are theoretical. that is the point of a simulator, not to see how "real" you can make the simulation but to explore how you can make the things being simulated real.
another example: sega's arcade game 18 wheeler american pro trucker is NOT a simulator because it makes no attempt to simulate actual trucking, it's just a fun racing game with semi trucks. But you can play ETS/ATS exactly the same way and it is still a simulator.
