I think Matt and Trey just don't give a fuck any more anon, if we're being real I don't think they have in a long time. They got censored over the Muhammad episode way back in 2011 and then the next season they made "You're Getting Old" which was them basically saying that they didn't enjoy making the show any more. 2011 was the last really good season and since then its been the Randy Marsh show and Matt and Trey are basically just there to be figure heads while other writers do most of the work. At this point all the old writers are gone and "Trump has a small dick" "member Saddam Hussein?" is the best the new writers can do.

TLDR: They're letting underlings do the writing and this is the best they can do. Its Zombie Simpsons.
