I mean in the grand scheme of things, Wily wouldn't have become evil if Light didn't accidentally usurp him, though robots would've also become incredibly different under Wily's plans to make them heroes and saviors. And the Maverick Wars, Eurasia, Elf Wars and beyond wouldn't have happened if Dr. Light didn't build a sentient robot and die before releasing him to the world properly thanks to extensive morality testing. Dr. Cain let the genie out of the bottle, but Light built both.
Best of intentions don't undo the damages even if Light is an unwitting and sympathetic case.
