My CPU is choking, I can see my GPU at 40% usage while my CPU sits at 100% the whole time I'm running stuff.

I tried looking up upgrades but everything looks... Marginal?
12th gen upgrades are like 8-12% faster.
13th gen and beyond apparently don't run properly on W10LTSC so what's the point?
Also I don't want to swap mobos.
So I'm kinda stumped here.
