This just comes down to opinion but I don't think the distinction between the two warrants Cosmo taking a spotlight that Cream is perfectly fit and designed to take. The thing is that Cosmo as a character is designed to be in an anime not a game. She's simply not designed to be in the game cast, like most every other OC that isn't from the games.
