They should just let people have short off-topic discussions as long as they don't start fighting each other. Happens all the time in stream chats Overmoderating already slow chat is just going to kill it for good.
My personal favorite the gambling guy lolcow who got banned anyone in chat for critisizing him, then anyone in chat who praised him, then finally he got angry that nobody was talking in chat anymore.
