My theory is that if left to it's own devices Jenova will evolve into something much more refind but completely alien like Hojo's second phase. That's why I think the transition from Bizarro to Safer Sephiroth is so kino. Safer is Sephiroth usurping Jenova's abilities to fashion himself into the god he thinks he is.
