"Does this server have custom content" was the threshold in which I set for whether a server is designated as Vanilla or Customized, when originally rewriting the OP to showcase a wider variety of servers others than just Starscape.
Every single TERA server out there has /some/ sort of changes to either level progression, skill rebalancing, gear effectiveness, etc. But only a few of them have very explicitly made custom additions ontop of the existing formula.
Agaia has its Talismans, which radically alter class rotations on a fundamental level. Arborea features several Dungeons which were built entirely from the ground up, and are wholly exclusive to that specific server.
Both Starscape and Classic only work with the content which was originally created by the devs themselves (at least so far), and as such, are close enough to the original source material to qualify for the Vanilla/Mostly Vanilla tag.
Regardless, for anyone reading this, play whichever version you find most appeals to (You), rather than going this batty over petty semantics.
