Tootie got loaned C&W for her birthday in an episode. She made pretty nice wishes, but she also didn't seem to understand why the fairies were kept secret, and Crocker and Timmy collectively try to get to/to not spill the beans.

I don't think that the episode is meant to say Tootie can't get fairies though. She's given access to them during the live action series. It really made no sense that they just abandoned this and made up Chloe for season 10..... but, I was telling folks on the FOP staff this years ago and they brushed me off. Now they're all unemployed or dead!
