I know right? I suppose he wasn't popular amongst the masses during the original RE3. So the team maybe had no interest in using him again? Which is still odd there could've been a lot to explore with him after the incident. Although, the remake did revitalize his popularity. Albiet it was thanks to changes made for his character compared to the OG.
