Not only Hulk is a character with far less "consistency issues" for full on herald scaling like Miles, Godzilla is likely being deprived of both DC and Marvel scaling from the official crossovers for "fairness" sake and limited to just "Godzilla" content while Marvel by itself has a canonical crossover cosmology with several other franchises.

Hulk also has a no limits falacy written onto his character with him being able to just increase his power if he so wants to by getting "angrier" there is just no way that they would use the fanfiction "his anger has a limit" from vs Doomsday since they didnt mention it vs Broly alongside easy to point out feats such as breaking the chains of infinity, fighting odinforce thor and onslaught.

Godzilla also hard relies on them doing the novelization translation well to really give him the full potential of the zero point novelization.

Across the board, i just hope Godzilla wins since he truly went thru the monster into hero arc better in most continuities. Him being beloved in japan and the US to the point he is an official citizen and has a holliwood star kinda speaks that too.
