It's exaggerated. You don't have to swear loyalty to Israel, you have to pledge to never boycott Israel, cause divestment from israel, or cause any economic harm to israel. It's essentially targeting the massive Israel backlash on the left by making it Illegal to protest israel in any that hurts it i.e. fiscally.
