Yes they are. See the Lenin quote on immigration in pic related, or see all the dubious social reforms under Lenin in the early USSR (many of which Stalin later rolled back). Communist states inevitably became closed police states (while bullshiting everyone that they were "Democratic Republics" etc) because thats the only way the rulers could hold onto power. In that sense they were not much different than any other kind of authoritarian state of either the Right or Left.
Regardless, Leftist theory from Marx onward was/is universalist, cosmopolitan, anti-nationalist, and "anti-racist" (meaning against specific nation states for certain ancestral groups). The fact that Eastern European states had little choice but to govern differently to Leftist theory is beside the point.
