Yes, GT, and Toei in general, never wrote like Toriyama

Toriyama was always casual, never taking himself TOO seriously despite sometimes showing very dark events (this isn't a contradiction), he knew how to not overdo things. Toei, in comparison, would make scenes incredibly long and hammer down the point over and over, losing everything Toriyama was doing. The Shadow Dragons arc is similar in the sense that it's overindulging in its writing.
