It doesn't do what you think it does. Getting max level on it just means you regenerate to a total of 7 HP, not full health (it says +100% HP regen, which is 2x the base HP regen, which is 3.5 HP). It's completely worthless outside of... tankers and pilots, I guess? It's like putting multiple levels into the OHKO perk, it does nothing useful. Reload speed is also a noob bait perk because, outside of Sniper III and Ass IV, the effect is so minuscule that you will not notice it. The ADS perk is also similar and like the bolt action ROF perk in that it benefits guns that already have a fast ADS time more, but those guns are so fast that you will not need the extra speed.

There are lots of things that are bizarrely redundant in Ensharted. I'd argue putting more than 3 levels in vertical reduction is mostly pointless, too. Climb speed is a massively underrated perk for how much it "practically" increases your mobility as well, since having it at a high level allows you to basically teleport through windows.
