It's all about First Principles.
If you can understand the problem that you're solving, and apply it across domains, you get 10x the productivity and ability, but people with low IQ have difficulty seeing the same principle in different contexts, so they can't apply what they've 'learned' outside the confines of a tutorial.
The Phenomenon of "Tutorial Hell" makes a lot more sense when you realize that it's just a great IQ filter for game dev, not that low IQ people can't make games, they just have to recognize that they need to do the reach back into the underlying abstraction: reading directly from documentation, learning C# instead of just learning Unity, things like that.
