Iyoku left Shueisha and started Capsule Corp Tokyo which is basically a Dragon Ball only company. Some interviews after Toriyama's death also revealed that Toriyama was going to side with Iyoku and that he had more trust in him than Shueisha, but in the end it all depends on Toriyama's estate. Shueisha is content on drip feeding DB content and raking revenue from gacha while Iyoku wants to basically go full Marvel/DC in terms of Dragon Ball content.
